China’s current socialsecurity system is not formed specifically for the social security system for persons withdisabilities, but their specificity determines the special needs of persons with disabilities tosocial protection, and social assistance as a guarantee on the most basic level with disabilitiesto become resolved disability most direct and effective way.Exploration and research of the social assistance system disabled, medium and small citiesanalyzed the effect of social assistance policy implementation, not only help solve problemsencountered in the process of urbanization, the establishment and improvement of China’ssocial assistance system disabled, more conducive to a fair and just society maintain socialstability. Based on the above background, this paper on the basis of social assistance for personswith disabilities related concepts and theoretical analysis, combing the development process ofChina’s social assistance system of the disabled and people with disabilities in the current socialassistance system main content, and highlights the UK, the disability social assistance system inSweden and Japan, as well as to improve the social assistance system of the disabled revelation,and through a case study of Shandong Chiping in the form of a questionnaire survey with alarge number of data analysis revealed the existence of urban people with disabilities Situationin the presence of standard low relief, employment support system is not perfect, medicalrehabilitation assistance to meet the needs of low and other issues, summarizes the currenturgent needs of persons with disabilities to social assistance, and finally proposes the gradualimprovement of the social assistance system from three aspects should be disabled start toimprove the management system is the key to improve the social assistance policies as the basisfor improving cooperation with non-governmental sector to complement and enhance theeffectiveness of the social assistance system of the disabled, in order to protect the legitimaterights and interests of persons with disabilities to achieve the purpose.
