The Research On The Employment Assistance Of The Rural Disabled In China

Rural population with disabilities,as vulnerable groups of society,enjoy equal rights to employment,remuneration for work,participation in training and education in accordance with the law.In 2018,the number of people with disabilities in rural areas was 25.808 million,accounting for about 2/3 of the total number of people with disabilities,and the number of people with disabilities in rural areas accounted for 1/3 of the total number of people living in poverty in the country.The number of people with disabilities in rural areas is large and standard of living is low.In recent years,the state has gradually increased the attention to the disabled groups,and has introduced some legal policies to protect the realization of the employment rights and interests of the disabled groups,the employment assistance policy that the government has issued does not refine the urban and rural disabled people,so that most of the policies in the actual implementation regard the urban disabled as the main object of service,while rural disabled people are excluded,for example the disabled people in urban areas regularly organized employment training,however,the coverage of rural disabled people is less almost zero,so we must pay attention to and improve the rural disabled people’s employment assistance system.In addition,the provision of employment assistance to people with disabilities in rural areas is in line with the requirements of the National Strategic Plan.The main target of precision poverty alleviation is the rural disabled,and employment is the best way to achieve permanent poverty eradication.Improving the professional quality of rural disabled people and improving their living water through employment assistance,we can achieve poverty eradication as soon as possible,and lay the foundation for building a well-off society in an all-round way by 2020.This article mainly from the positive welfare angle of view,uses the comparative method and the literature method to carry on the analysis to the employment assistance question of disabled people in the countryside.By expounding the purpose,content and level of rural disabled people’s employment assistance,it emphasizes the particularity of rural disabled people’s employment assistance,and further clarifies the value of this paper in combination with the necessity.Each kind of relief method has its suitable object.Since the rural disabled person faces the greater risk than the ordinary person in the labor market,this paper advocates the combination of positive assistance and negative assistance,so as to jointly protect the rural disabled people from participating in the labor market.The current situation of the employment of the disabled in rural areas in China focuses on the periodic increase of the number of employed people,single type of employment,and obvious difference among diverse types of disabled people’s employment.By analyzing the current policy and system of rural disabled people’s employment assistance,this paper analyzes the effect of the implementation of employment assistance,and finds out the reasons why the policy system is not perfect,the object of assistance is not accurate,and the effect of assistance is not obvious.Finally,according to the problems existing in the employment assistance for the disabled in rural areas,effective countermeasures are put forward,including: clarifying the responsibility of the government,establishing and perfecting the relevant legal and regulatory system,perfecting the social service system,guiding enterprises to assume social responsibility,and perfecting other assistance to promote employment assistance for the disabled in rural areas.The innovation in this paper is based on the enterprise level to put forward the corresponding countermeasures to improve the rural disabled employment assistance to provide reference.
