Creating Public Values:the Value Study Of Public Cultural Service Policy In Jiangxi Province

The promulgation of the Protection of Public Cultural Services marks the fact that public cultural services already have legal protection.The 13 th Five-Year Plan set "basically built public cultural service system" as a strategic goal.In this important period of development,Jiangxi Province,which has rich historical and cultural resources as well as red genes,has achieved good performance in the practice of public cultural service policy,but there are also some dilemma like insufficient supply of public cultural services,unbalanced allocation of resources and limited participation of citizens.The sound against public cultural service policy also began to emerge,what kind of cultural products and services does public cultural services policy supply? For what purpose? How to provide public goods and services and whom they provide for? The answers to these questions can be obtained through policy value analysis.The public value management theory provides a new perspective for the value research and practice exploration of Jiangxi public cultural service policy,that is,the public value perspective of policy.Public value management theory holds that the public values arise from the public's expectation that government departments should meet their preferences.Public value management paradigm advocates the creation of public value,the concern for collective preferences,the focus on public participation,the importance of politics,as well as attention to network governance and so on.This paper attempts to explore the public value of Jiangxi public cultural service policy from these propositions and find out the path of creating public value in Jiangxi province public cultural service policy.This paper consists of five parts.The first part is the introduction,introduces the basis,purpose and significance of the topic,summarizes the research status of public cultural service policy and public value management,and gives a brief introduction to the research contents,ideas and methods of this paper.The second part mainly defines the connotation of public cultural service policy and public value.The third part introduces the value choice in Jiangxi province's public cultural service policy,mainly analyzes the cultural resources,its uniqueness and the choice of cultural policy in Jiangxi province.In the fourth part of this paper,the value deviation of Jiangxi public cultural service policy is excavated,and the attribution analysis is carried out from the perspective of value subject,public cultural service delivery and public participation.The fifth part puts forward the idea of correcting the deviation of policy value from the perspective of public value reconstruction,network governance and political coordination and carrying out value creation in the implementation of public cultural service policy.In the conclusion part,I make a prospect of further creating public value in the public cultural service policy.
