Research On Industrial Quality And Industrial Efficiency Of Jiangsu Cultural Industry

In the background of the transformating and upgrading demand for the economic structure becoming more and more urgent,improving economic quality and efficiency has been imminent,and promoting industrial quality and efficiency has become the key to regional economic development.While cultural industry is a green industry with broad market prospect,and has become the bearing industry for economic strategic adjustment under the new economic situation.Developing the cultural industry is not only conducive to create high level of spiritual and cultural needs in order to promote the upgrading of consumption structure,but also to increase added-value d for related industries by its spreading effect.It is conducive to implement economic reform programs for improving quality and efficiency smoothly.Jiangsu Province has many advantages of developing cultural industry.Jiangsu Province had made a number of policies to encourage the development of cultural industry,and achieved remarkable results.In 2015,the added-value of Jiangsu cultural industry ranked second,development index ranked third and productivity index ranked first in the country.It has become a major pillar industry of Jiangsu economy.Jiangsu cultural industry has also exposed some problems such as slow development speed,low industrial quality,unclear capital whereabouts and unreasonable resources allocation in its rapid development.Therefore,we should use a variety of theoretical analysis tools to study the quality and efficiency of Jiangsu cultural industry,and discuss the countermeasures basing on the evaluation results for enhancing the level of cultural industry quality and efficiency.This paper reviews the existing research results from three aspects: cultural industry,industrial quality and industrial efficiency,and uses statistical analysis to understand the current situation of Jiangsu cultural industry.It expounds the connotations of cultural industry quality and efficiency and the four major industrial quality attributes and the two efficiency attributes from their connotations based on the theories of industrial economics and quality management.Next,a quality evaluation model of Jiangsu cultural industry is constructed by the combination of qualitative and quantitative methods,and is used to evaluate the quality of cultural industry.Meanwhile,two production function models of Jiangsu cultural industry are structured based on the stochastic frontier theory.We define the concrete form of production function normatively,then analyzes the efficiency of culturalindustry gradually.After these,the relationship between industrial quality whit industrial efficiency is revealed by four means of line chart,four-quadrant diagram,correlation analysis and regression analysis.Finally,this study finds three conclusions.Firstly,the industrial quality of Jiangsu cultural products manufacturing industry is slightly higher,and the industrial efficiency of creative and design industries is higher.Nevertheless,the industrial quality and industrial efficiency of services of radio,television,movies and arts are last in Jiangsu cultural industry.Secondly,the overall industrial quality and the overall industrial efficiency is not high in Jiangsu cultural industry.Thirdly,there is an intrinsic link between industrial quality whit industrial efficiency,and improving industrial efficiency can promote upgrading industrial quality.At the end of the paper,this paper puts forward eight proposals from four aspects: allocate resources efficiently,strengthening industrial management,expanding dominant industries & support weak industries as well as Industrial convergence development based on the evaluating results.These proposals are conducive to further improve industrial quality and industrial efficiency in Jiangsu cultural industry,and they have certain reference value for the adjustment of the cultural industry policy.
