Reaffirming some factors of the Qing’s political rules,we can not ignore the fact that the Qing Dynasty not only was a Chinese dynasty, but also established and ruled by the Manchurian. Therefore, it is always difficult to avoid the question in the process of discussing the significance of Manchurian rule in Chinese history and the formation of China’s modern nation-state: how can the Manchurian maintain such a long and complicated rule as a ethnicity ?Whether it is emphasized Chinesization or pure Manchu characteristics, Chinese and foreign scholars in this issue have different opinions in research orientation. As a normative official code of conduct, the combination of the principles and methods of dividing political power and obligation can directly reflect the idea of the rule of the ruler and the handling of the relationship between Manchu and Han in the alien rule.Ga Li who came from the Red Flag of Manchuria was the He Heli’s grandson IV. As a student in the Imperial College, he was admitted to get in the Civil Chancery. Zhang Boxing became Jinshi the by the Imperial Examination and after 11 years, he became a government official. Differences exist everywhere, especially the road to be a government official. They even couldn’t recognize each other,but an important examination make they impeached the other side, and therefore became famous all over the country. This impeach is an conflict in politics that result with the contradiction between Manchuria and Han officials during a long term accumulation in the south of the Yangtze River.There are eight ways to be a government official. However they are all applied to all Manchu and Chinese, but some of the way specifically for the Manchu. More Manchu became government officials than Chinese. As for the Imperial Examination,more Manchu were selected by beneficial conditions.In addition, there are a variety of other convenient conditions, such as pen-style, guards,and other special positions and some privileges in promotion, civil and military exchange.In terms of officials, Manchu has a variety of national attributes on the restrictions. And for the appointment of specific officials, this difference can be reflected through the most intuitive number statistics. From the important officials such as the Minister of the House of Departments, the Cabinet University, down to the local governor, the proportion of officials have a synchronous change at different times. The absence of the official is also an important form of Manchuria’s domination. As the organizational principle and realization form of the Qing dynasty, the change is not only the simple quantity and the transformation of the national attribute, but also reflect the arrangement of the administrative power among the different national.As a direct status of political official, official rank in feudal times exist ethnic differences and adjustments in Kang Xi and Shun Zhi.In summary, the difference between Manchu and Han in the Qing’s official system is an inevitable political phenomenon that the Manchu rulers adopt a combined rule. This aspect is determined by the political status of the various nationalities in the Qing regime,and on the other hand, it reflects the objective needs of the rulers in the course of specific policy operations. In addition, the national consciousness of the Manchu rulers is also a subjective factor in the formation of the differences between Manchu and Han in the official system. The rulers of the Qing dynasty under the premise of correctly understanding of the Manchu nationality and its corresponding political suitability,emphasized the dominance of the Manchurian officials and took Han officials’ political utility. Otherwise it was the key to success for the Qing dynasty than other minority dynasty . Manchu and Chinese culture which vary from conflict to integration,is a two-way interaction process.
