| The construction of LingQu Canal not only accomplished the great task of Qin shihuang unified China,but also strength the Central Plains and the south of the Five Ridges economic and cultural exchanges,promote the national amalgamation of Chinese and Vietnamese’ s culture.It is by far the oldest,the most complete and advanced hydraulic technology of the ancient canal,on behalf of the Chinese ancient working people’ s wisdom and the spirit of pioneering spirit,its significance and the value is self-evident.Because of the age,the body structure of LingQu canal is not only fully protected due to the influence of natural disasters such as rainstorms and human destruction.So the protection of the canal has always been emphasized.Ling Qu canal’ s repairation and renovation has always been ongoing.And the maintenance of the canal is maintained almost every year especially after liberation.The State Council released the channel as the national key cultural relics protection unit in 1988.Thus became the preparatory list for world cultural heritage in 2006.The declaration of the world cultural heritage is not only beneficial to the inheritance and development of the Ling Qu canal culture,but also helpful for improving the protection of the canal.So far,its application of the world culture heritage has been ongoing and has achieved some accomplishment.Such as established the office of Ling Qu’ s world cultural heritage application and invited experts to formulate the strategic planning and relevant regulations for Ling Qu’ s application,and have established the perfect protection and management mechanism.At the same time,the Ling Qu’ s park,water street and Qin palace building,as well as related artifacts,landscape,environment and infrastructure are well protected and improved.But the preparatory work of application to be the world culture heritage is still not perfect,the local people,enterprises and even some officials and other social public have no clear awareness of the World Heritage even some misunderstood,the consensus is difficult to form.At the same time the competition to be the world culture heritage is becoming increasingly fierce,it is become increasingly difficult.This article puts forward the new model of community involvement in management of Ling Qu scenic spot,taking the enterprise,government and public into consideration.And carries on the discussion from excavating Ling Qu cultural connotation,cultural propaganda and cultural welfare,the construction of full-time protection team and rational utilization.while drawing lessons from foreign cultural protection case,to put forward the countermeasures and suggestions for the application of the world cultural heritage and protection of Ling Qu canal.The text consists of three parts:the introduction,the body,and the conclusion.The body part is divided into five chapters.The introduction mainly includes the reason of the subject,the significance and the relevant concepts.The first chapter is mainly introduced the constitution and value of Ling Qu canal,Including the history,location,structure,the engineering characteristics,function and historical significance.The second chapter analyzed and summarized the protection history and current development situation through the questionnaire method and literature analysis,to better understand Lingqu’s current situation and existing problems.The third chapter introduces the significance of application for the world cultural heritage of Ling Qu canal and its situation,to overview and summarize the relevant work which has been carried out.The fourth chapter scientifically formulate the corresponding countermeasure according to the existing situation,which requires the government to strengthen the efforts in administrative work.Putting forward specific suggestions and measures in the cultural propaganda and inheritance,the building of consciousness community,protection and development,business model and other aspects. |
