Intangible Cultural Heritage (ICH) is stated as "Living fossil" and "Heritage of national history and memory" by people in the world. It is represented not only as the spirits of all nations, but also as the cultural genes of self-identification. The Zhusuan, otherwise known as the Chinese abacus was officially listed as an intangible cultural heritage. Since2001, China has successfully applied for37items including Kunqu Opera and UrtiinDuu-Traditional Folk Long Song to belisted as World Intangible Cultural Heritages and7of items has been in the List of Intangible Cultural Heritage in Need of Urgent Safeguarding such as Traditional design and practices for building Chinese wooden arch bridges and Meshrep. China is one of the most countries which applied for these items. However, with the background of globalization, routes of cultural communication have revolutionary breakthrough, as well as international and district cultural orders. Because of these changes, inconsistency and conflicts are rising. The thesis is based on current situation of Weifang Intangible Cultural Heritage, trying to break down traditional thinking mode, using interdisciplinary methodologies, proposing types, basic characteristics, and indications and values of protection and development, and figuring out existing issues from lessons learned from in abroad experiences. Based on these, protection mode and reference frame are proposed to be built to provide guidance for Weifang Intangible Cultural Heritage.Considering the current situations of intangible cultural heritages of Weifang, Shandong Province, the author does researches from foundational and practical theories to build a deeply and theoretical framework of development and protection of intangible cultural heritages, which are the main content of this paper. The paper includes3parts: Preface and Chapter1illustrates basic concepts and theories of intangible cultural heritages, histories of heritages of Weifang, and research approaches, which laid a foundation for discussing issues.Chapter2represents the difficulties and problems of processes of protection and development of Weifang intangible cultural heritages. Based on these issues, the author proposes detailed plans and resolutions. Chapter3demonstrates possibilities of operational and spreading strategies of utilization to provide constructional thoughts while entering the post age of application for the World Natural Heritage, combining fieldwork and empirical study. Chapter2and Chapter3are the vital and innovative parts of this paper.
