Research On The Corporate Governance Reform In The Nonprofit Cultural Institutions

With the rise of new public management movement and the innovation of government function,the government reform in the field of public utilities also started a new round of high tide.One of the performance is the implementation of corporate governance in nonprofit cultural institutions in order to accelerate separation of management from government to improve the efficiency of public cultural services and better meet the cultural needs of the public.After the third plenary session of the eighteenth,the reform of corporate governance in nonprofit cultural institutions quickly opened throughout our country.Some various libraries and cultural centers formed the council,draw up the articles of association and brought social forces to join the construction of public cultural undertakings.At present,the reform of corporate governance in our country is still in its early stages,so that the theoretical research has not formed system and the practice also has met many difficulties and problems.In this case,it is very significant to study the application of corporate governance in the field of public culture.Not only does it provide necessary theoretical support to the reform of nonprofit cultural institutions,but also plays an important role for deepening the reform of other fields of society.This paper first elaborates the related concepts of corporate governance and analysis the feasibility and advantage of corporate governance in the nonprofit cultural institutions based of the social contract theory,principal-agent theory and stakeholder theory.Then,this article tries to choose several national pilot units as example to state the situation of combing council and implementing of related supporting reform measures in order to sum up the problems and difficulties of corporate governance reform in the field of public culture in our country,such as the top design is not perfect,supporting measures lag,separation of management from government does not reach the designated position,the council plays a limited role and internal motivation is short.Thirdly,this article summarizes the enlightenment through the experience of corporate governance practices of America and British and Singapore.Finally,against the reform process of our country and difficulties we face,combining with the experience of foreign,this part propounds some reasonable countermeasures and suggestions for corporate governance reform in our country.This analysis pays attention to the hot spots of the current reform with a strong targeted and applied.This article mainly studies and compares the reform situation of the institutions.Combing the political system,administrative management system and the social environment,the paper tries to make the systematic and comprehensive analysis for corporate governance reform in our country in order to put forward the targeted suggestions to deepen the reform of corporate governance.
