Since the16th CPC National Congress, China’s nonprofit cultural institutions rapid development of reason, on the one hand, the party and the government according to its own laws of development of cultural undertakings and the people demand for culture, the culture of China’s total scientific dichotomy, one government-led, government financial support to protect people’s basic cultural rights and interests of the nonprofit cultural, market operators to meet the masses of the people for spiritual and cultural diversity and multi-level needs operating cultural industries. The other hand, with the economic development, enhance cultural soft power requirements and the masses of the people for the spiritual and cultural needs, to promote the development of public cultural undertakings. However, the current nonprofit cultural institutions in the development process, is also facing many problems, such as the cause of industry confusion, the negative impact of the traditional cultural system, and unbalanced development. Therefore, there is a need for reform of the cultural industry, in order to solve these problems. In this paper, the issue of the reform of our public cultural undertakings serious thinking. Part I:give a clear definition of this category of "culture" and to clarify the meaning of a few important areas of culture and cultural undertakings, public cultural undertakings and cultural industries of operating and relationships to clarify the special laws of the nonprofit cultural. Part II:the reform of public cultural undertakings in China is divided into an early stage of reform (1978-1992), the reform system roll-out phase (1992-2002) and the reform push phase (2002-present) these three stages to sort out. Part III:from the development of cultural productivity, protect people’s basic cultural rights and interests, to grasp the ideological work of leadership and improve ideological and moral quality of citizens perspective of the social function of the nonprofit cultural institutions, and pointed out that China’s current nonprofit cultural the difficulties faced. Part Ⅳ:Based on the reform process and reform the status quo of China’s non-profit cultural, come to the conclusion of the reform of public cultural undertakings four measures.
