Study On The Effect Of Chongqing Independent-Plan To Yuxi Region On 1980s(1983-1988)

In February 1983, Chongqing was approved of a state plan big city comprehensive economic system reform by the Central Committee with its unique geographical advantages, which opened the prelude to the 1980 s Chongqing state plan.The state plan is an important content of the Chongqing comprehensive reform of the economic system, it establishes the system conditions for the smooth progress of reform. Chongqing plans to separate not only directly affect the urban area of Chongqing’s economic and social development, but also influence the formerly Yongchuan area eight counties(the area of West Chongqing).On the basis of reviewing the history of the plan of 1980 s in Chongqing, using the methods of theoretical analysis and empirical analysis,the paper expounds in Chongqing in the west region of the state plan in Yongchuan, Jiangjin, Bishan, Hechuan, Tongliang, Tongnan, Dazu, Rongchang eight County mainly adopted six measures to overcome the the thoughts of heavy city light countryside and heavy industry light rural agriculture, expand the county economic management authority, strengthen exchanges and cooperation in urban and rural areas of materials, the use of funds and technical and Talent support to the county development, support the development of township enterprises, built in Chongqing Expressway and the Luohuang Power Plant to promote economic and social development.These measures not only make the total economy rapid growth of eight Yuxi County, people’s living standards have markedly improved, but also laid a solid foundation of Chongqing became a municipality directly and the rapid development of Chongqing.From the perspective of theoretical basis, this paper focuses on the analysis of the five aspects of Chongqing’s planning system in 1980 s. Specific including productivity and relations of production to adapt to each other, the contradiction of the theory of universality and particularity, commodity economy is not equal to the capitalist economy and socialism can also be the development of commodity economy and the implementation of commodity economy based on public ownership plan; In view of the influence of the 1980 s Chongqing planning system on economic and social development of west region of eight counties,this article focuses on the two aspects of Marx’s theory of urban and rural relations and regional economics.It enlightens us that we should not only focus on the research and innovation of economic theory and promote appropriate policies, but also to consensus, focus on innovation and reform; it is necessary to pay attention to the adjustment of economic structure, set up a complete economic system, also,we should rely on big city drive rural economic development, in order to be better coordinated urban and rural development.
