An Analysis Of The Differences In The Expenditure Efficiency Of Local Governments In The Yangtze River

Yangtze River Delta region is the regional economic development representative and star.The rapid economic development has attracted worldwide attention.In recent years,the Yangtze River Delta region stimulate the inherent vitality as a result of reform and innovation,new industries,new models,new formats continue to grow and develop,the economic operation stabilized for the better,highlights the development of transition highlights.However,the local public service level is worth exploring behind the economic development trend of stable to good.In the context of coordinated development in the Yangtze River Delta,the study of the Yangtze River Delta regional government medical and health expenditure efficiency can not only promote the efficiency of local fiscal expenditure to improve and optimize the allocation of financial resources,but also to narrow regional differences and promote long-term development of the Yangtze River Delta region.Public health as a typical public service,the government has a dominant responsibility.In order to explore the differential incentive of government expenditure on medical and health expenditure in the Yangtze River Delta region in order to promote the coordinated development of health care in the Yangtze River Delta,this paper uses the DEA-Tobit two-stage framework model to analyze the government health expenditure efficiency in the Yangtze River Delta Assessment,trying to answer the following two questions: First,What is the efficiency of health expenditure in the Yangtze River Delta? What are the differences in the efficiency of government expenditure on health care in different regions? The first stage of this paper will use the "data envelopment analysis" method and the Malmquist index to evaluate and analyze the efficiency level and change of health expenditure in local governments in the Yangtze River Delta,so as to provide a basis for answering this question.Second,what external factors can explain the Yangtze River Delta government health expenditure differences in efficiency? In this paper,the Tobit model is used to analyze the external factors which may affect the efficiency of local medical and health expenditure from the aspects of economy,population and system,so as to explore its impact on the government’s health expenditure efficiency in the Yangtze River Delta.Finally,according to the results of DEA-Tobit model,this paper puts forward some suggestions,such as optimizing the scale and structure of government medical expenditure,establishing government performance evaluation system,perfectingfiscal decentralization and deepening the reform of household registration system,so as to further improve the government’s health expenditure efficiency.
