Study On The Efficiency Of Medical And Health Expenditure In Henan Province

With the rapid development of China’s economy and people’s pursuit of a better life,residents’ demand for health care is growing rapidly.In order to meet the needs of residents,the government has been increasing its input in the field of medical and health care.However,the limitation of resources determines that the medical and health expenditure cannot grow indefinitely.The rapid increase of health demand and the limitation of resources require that the current medical and health expenditure must be reasonable and efficient.Henan province has invested a large amount of health financial funds to build a strong health province and improve the health of the whole people,but the contradiction between the supply and demand of health services is still prominent due to the large population base of Henan Province.Coupled with the COVID-19 epidemic in 2020,people will attach more importance to health care,and the demand for medical care will increase greatly,thus aggravating the contradiction between supply and demand of medical care.In this context,this paper studies the efficiency of financial expenditure on medical and health care in Henan Province,and tries to find out the problems existing in the efficiency of financial expenditure on medical and health care in Henan Province,and proposes reasonable solutions to the problems.This paper firstly uses information visualization software CiteSpace and takes the analysis of spatiotemporal knowledge map and content knowledge map as the main research methods to summarize the research hotspots and development trends of medical and health financial expenditure efficiency at home and abroad.Secondly,the efficiency of medical and health financial expenditure is analyzed theoretically,and the related concept is defined.Then it analyzes the current situation of expenditure scale,allocation of medical resources and medical services in Henan province.Finally,DEA model,Malmquist model and Tobit model are used to empirically study the efficiency of financial medical and health expenditure in Henan Province.In the empirical study of this paper,relevant data of medical and health financial expenditure in 2012-2018 under 18 provincial cities in Henan province are selected,and static analysis,namely DEA model analysis and dynamic analysis,namely Malmquist index analysis,are established to analyze the efficiency of financial medical and health in Henan Province.On this basis,Tobit model is used to analyze the influence of external factors on the financial medical and health expenditure of Henan Province.The empirical study found that there are some problems in the financial medical and health expenditure in Henan Province,such as the big difference of regional efficiency,the low pure technical efficiency,the heavy burden of the basic government’s medical and health expenditure and the unequal distribution of urban and rural medical resources.In view of the above problems,this paper puts forward the following suggestions.First,rationally plan the medical financial expenditure in each region;Second,to improve the management level of the government’s medical and health budget expenditure,increase the intensity of medical science and technology innovation;The third is to clarify the division of authority of governments at all levels and strengthen the medical financing capacity of grass-roots governments.Fourth,we will promote tiered diagnosis and treatment and the development of medical associations to speed up the integration of urban and rural medical services.
