Analysis Of Government Health Expenditure Efficiency And Influencing Factors

Along with the accelerated aging,urbanization rate rising,in the 13 th Five-Year Period,our country will face more serious imbalance between supply and demand of health care.According to the factors influencing the health care expenditure reasonable allocation of existing medical and health resources,it is necessary to research and improve the efficiency of health care spending.In this paper,it is based on Chinese 31 provinces,data,mainly health care spending.Firstly,in terms of medical and health system,the paper will build the input-output index.Using DEA method,the paper will research the provincial government health expenditure efficiency in 2015 from regional dimension,analyzing the changes of the health expenditure efficiency in the east-central-west regions after the "The New Medical Reform" and the change of the total factor productivity from 2009 to 2015 in China by Malmquist productivity index from time dimension analysis.Second,from a more macro perspective,the paper will analysis influence factors of health spending and change situation in China under the condition of considering the social and economic factors by Tobit model.The paper will research the change of factors affecting the efficiency of health care spending between the whole nation and the east-central-west regions in 2009-2015.Through the above research,the paper has several conclusions: First,the efficiency of research,the health care expenditure efficiency of east-central-west regions is ladder type--highest in eastern,central and western times minimum after 2011.The ladder distribution is influenced by the policy of "two-child" and economic development.Secondly,the total factor productivity in China between 2009 and 2015 showed a trend of decline.That is,on average,the marginal revenue from the health services produced by the government in 1 unit of health care has declined.Thirdly,from the point of influence factors,demographic factors affecting our government health expenditure efficiency are fiscal decentralization,economic development,child dependency ratio,elderly dependency ratio and education level.And they are all positive,the household registration system is irrelevant.Fourthly,there are regional differences in the efficiency of medical and health expenditure in the east-central-west regions.The eastern region is affected positively by economic development,child dependency ratio and education level.The central region is affected positively by the child dependency ratio and elderly dependency ratio.The western region is affected positively by fiscal decentralization,elderly dependency ratio and education level.It also proves that the two-child policy is one of the reasons for the improvement of eastern efficiency.
