| In recent years,the medical and health system is undergoing continuous reform.As a sub item of financial expenditure,the costs of medical and health expenditure is increasing year by year.However,in the western underdeveloped areas of china,the financial resources are extremely limited.Therefore,so we focus of improving the efficiency of medical and health expenditure.This paper calculates the static efficiency of medical and health expenditure through DEA model,calculates the dynamic efficiency through Malmquist productivity index,studies the influencing factors on efficiency through Tobit model,analyzes the performance of health expenditure in cities of Gansu Province,and puts forward policy suggestions.Through DEA calculation,it is found that the technical efficiency of cities in Gansu Province is high and the scale effect continues to decrease,indicating that in terms of the performance of financial health expenditure,it is necessary to further improve the use efficiency of financial health expenditure funds,and better transform financial health expenditure into health institutions,health technicians and beds with reasonable structure and high quality according to the plan.When explaining the comprehensive technical efficiency index te,it is found that per capita financial health expenditure PGDP and financial self-sufficiency rate FSL are significantly positively correlated at the 1% confidence level,per capita financial health expenditure Poe is significantly negatively correlated at the 1% confidence level,population density pop and urbanization rate UL are significantly positively correlated at the 5% confidence level,and the other variables are not significant.policy suggestions are put forward: improve the economic development and optimize the proportion of health expenditure;focus on the target of health development and improve the expenditure management level;Establish a performance evaluation system and speed up technological efficiency innovation. |
