Nowadays, the main motivation of their health system reform is to control their unreasonable medical health expenditure, which is a difficult problem globally. Therefore, to keep reasonable control of one country’s medical health expenditure is a must to maintain sustainable operation of its medical health system, the key to balance Medicare fund and the guarantee to the relation of all the participants and the stability of the society. Shanghai has always been following the step of the Chinese government and has acquired outstanding result during the medical health system reform, which has formed a unique Shanghai Medicare mode.So, the thesis analyzes the situation of controlling medical health expenditure in Shanghai under this background.The thesis conducts research from5parts below:In part1, the thesis has concluded the reason and the control of the medical health expenditure growth of the former scholars and has introduced the related theory of health economics.In part2, the thesis hassummarized the reason and control of the medical health expenditure growth in China from the policy side.In part3, the thesis summarizes the policy reform to control the medical health expenditure and conducts an econometric model to analyze the reason of the medical health expenditure growth when the policy is fixed.In part4, the thesis has introduced experience of two countries as the representatives of two typical Medicare forms around the world.Finally, in part5, several policy advices arerecommended to the government according to those experience in order to have a more feasible and sustainable control of medical health expenditure in Shanghai in the future.
