The effectiveness of the disease prevention and control system is related to national health,and to the development of national economy and social stability.Since the founding of the people's Republic of China,China has made remarkable achievements in disease prevention and control,eradicated severe infectious diseases such as smallpox,and controlled severe infectious diseases such as poliomyelitis,leprosy,cholera,plague,etc.,and the incidence of other infectious diseases has also dropped sharply.At present,the disease prevention and control in China is facing the challenge of emerging infectious diseases,the resurgence of old infectious diseases,and the rising prevalence of various chronic non-communicable diseases,and the task of prevention and control is still arduous.At the same time,the new medical reform program and the national health development "twelfth five-year" plan also put forward higher requirements for the construction of disease prevention and control system.In the face of challenges and requirements,the construction of disease prevention and control system has a long way to go.Human resources is the most active and important factor in the production activities,and the construction of disease prevention and control system is no exception.The functions and tasks of the disease prevention and control system have strong professional and technical,so the high-quality professional team is of great significance to the implementation of the disease prevention and control function.The county disease prevention and control center(hereinafter referred to as "disease control center")is not only the " national-provincial-city-county" level-4 disease prevention and control system,the need to provide a large number of public health services directly to the people;It is the leader of the grass-roots "county-township-village" anti-protection system,responsible for organizing,implementing and guiding the development of disease prevention and control at the grassroots level,and has the key role in the implementation of the disease control and prevention work.Therefore,the structure reasonable and high quality professional team is very important for the county CDC.The problems of human resources management in the three-level disease prevention and control system in Zhangqiu district include:(1)personnel shortage;(2)the quality of personnel is not high and the structure is not reasonable;(3)inadequate training;(4)the performance appraisal is not reasonable.The following countermeasures and suggestions are put forward:(1)attracting talents and retaining talents;(2)to establish the national human resources training system or plan of the national primary disease control system;(3)increase the input of the government to the disease prevention and control system;(4)increase the number of preparation and titles,reduce the difficulty of promotion and promotion;(5)to promote the reform of performance management of disease prevention and control system.
