Surveys And Analysis On The Current Situation Of Community Health Service In Shijiazhuang City And Countermeasures And Suggestions

Community health service is an important part of community construction which led by the government and guided by higher level health institutions.It takes the grass-roots health institutions as the main body and general practitioners as the backbone,rationally uses community resources and appropriate technology to solve community health problems and to meet the needs of basic health services by focusing on the service for women,children,the elderly,chronic patients,disabled and poor residents.It is an effective,economic,convenient,comprehensive and continuous basic health service which is combined with medical prevention and treatment,health care,recovery,health education and family planning technical service functions.Shijiazhuang is one of the cities which carry out the work of community health service earlier.After nearly twenty years' development,some problems appeared in the community health service in Shijiazhuang city though it achieved good results.The gap is increasingly obvious in the new medical reform background compared with the health needs of people and compared with Shanghai and other advanced cities.A series of problems exist in its development such as Unreasonable institutional settings,Unbalanced allocation of resources,Unbalanced development of health service items,imperfection of function distinction,not-real establishment of long-term and stability compensation mechanism,hysteresis of Information construction,single features,low service charges and hysteresis of price adjustment mechanism.This essay deeply analyses the aspects in community health service of Shijiazhuang city which community residents are satisfied with and unsatisfied with by surveying on community residents satisfaction and community workers.On the basis of the surveys,the essay puts forward the countermeasures and suggestions such as improvement of the construction of community health service network by strengthening the functions of the government and increasing investment,improvement of the basic medical and health services by regulating community health service behaviors,construction of a general practitioner team suitable for community health service institutions by strengthening the construction of talent team,improvement of staff enthusiasm by establishing long-term and stable compensation mechanism,establishment of two-way referral system by increasing the level of diagnosis and treatment propaganda,establishment of operation mechanism of the compact medical conjoined by setting up a medical group to help management and establishment of digital community health service information system by speeding up information construction.
