BackgroundIn order to consolidate the existing achievements of poverty alleviation and solve the problem of poverty vulnerability,"healthy poverty prevention" is still an important research topic for a long time after completing the task of poverty alleviation.In the process of anti-poverty,medical security should not only help the poor,but also pay more attention to "poverty prevention",which is the "bottom-up" strategy to eliminate poverty“ "Health poverty prevention" can cut off the chain of "disease risk impact-health damage-economic poverty",achieve the goal of reducing both health vulnerability and economic vulnerability,and then solve the problem of "poverty caused by illness and returning to poverty due to illness".ObjectiveObjective to explore the impact of the implementation of rural medical insurance policy on the income,medical behavior and medical expenditure of rural residents in two towns of Chang ge City,and to empirically analyze the impact of rural medical insurance policy on poverty alleviation.MethodsThrough the literature review method,this paper summarizes the domestic and foreign research on the poverty reduction effect of rural medical insurance policy.On the basis of referring to the relevant research results,this paper analyzes the current situation of rural medical insurance policy implementation through field visit and questionnaire survey,and further studies the poverty reduction effect of rural medical insurance policy through quantile regression method.ResultsDuring the implementation of rural medical insurance policy,there are still a series of problems,such as the heavy burden of family medical treatment,the limited effect of the new rural cooperative medical system on poverty alleviation,the phenomenon of excessive medical treatment,the small coverage of serious illness relief,and the weak health awareness of rural residents.ConclusionsThrough the implementation of rural medical insurance policy,Chang ge City has achieved satisfactory results.However,there are still some deficiencies and problems in the process of policy implementation,such as the heavy burden of family medical treatment,the limited effect of the new rural cooperative medical system on poverty alleviation,the phenomenon of excessive medical treatment,the small coverage of serious illness relief and the weak health awareness of rural residents.Therefore,this paper puts forward countermeasures and suggestions from five aspects: multiple collaborative governance,differentiated security mechanism,composite medical insurance payment mode,expanding the scope of security,and enhancing health awareness.
