Study Of Health Service Need And Utilization Among Populations Under Different Medical Insurance System In Hebei Province

Objective The objective of this research is to provide reference for raising the medical insurance level and improving medical security system.According to the analytical data obtained from Analysis Reports of the National Health Services Survey in Hebei from2003 to 2013,the author grasps the information of participation in different medical insurances,inquires into the discrepancies of social demographic characteristic between various medical insurance groups,analyzes and compares the basic situation and tendency of health services need and utilization among various medical insurance groups.Method The literature research reviews the historical evolution of medical security system.Statistical analysis includes data cleaning with SPSS22.0 and Excel 2010 and data analysis with descriptive analysis,chi-square test,and multiple regression analysis based on the data collected from household surveys of National Health Services Survey in Hebei province from 2003 to 2013.Result 1)In Hebei,participation in basic medical insurance has been rising continuously,from 11.3% in 2003 to 95.9% in 2013.2)As for the health service need,the two-week prevalence of employees pay basic medical insurance exceed 30%,higher than other basic medical insurances.Over 60% of diseases which lasted for two-week were chronic diseases,patients under the urban workers medical insurance accounted for the highest percentage,48.5%,while patients under new rural cooperative medical system(NRCMS)was 35.4%.3)As for the medical service utilization of the outpatient,the two-week consultation rate of NRCMS was up to 15.5%.Outpatients for basic medical institutions climbed beyond 60%,in which patients under NRCMS contributed 85%.4)As for the medical service utilization of the hospitalization,admission rates are all going up.The main reasons of hospitalization were illness and injury poison,more than 80%.The county-level cities hospitals were the hospitalization preferences,over 45%.60% patients under NRCMS were in the county-level cities hospitals.The proportions of no clinical visit and non-hospitalization due to financial difficulties were declined.Conclusion Hebei has completed the Universal Coverage target in the main.Groups under different medical insurance system represent significant demographic characteristics.Health service need and utilization manifested differences,the urban workers basic medical insurance and health services was in demand,but also had a higher health service utilization efficiency.
