The continuous deepening of the reform of the medical and health system has put forward higher requirements for the improvement of the hospital's management level and work efficiency and the enhancement of the hospital's comprehensive competitiveness.Under the influence of the traditional performance model,different types of hospitals have different levels of awareness of performance appraisal,leading to a narrow range of hospital performance appraisal,and relatively inconsistent appraisal indicators,resulting in the use of hospital performance appraisal mostly concentrated in the hospital's overall economic operation and management.On the other hand,a relatively comprehensive,scientific,and standardized performance appraisal system has not been formed.With the increasingly fierce changes in the medical market and policy environment,a performance assessment system based on hospital strategic perspectives can help hospitals improve their management.The performance assessment system based on the Balanced Scorecard organically combines organizational strategy,resources,business,and actions and becomes an area of focus for hospital administrators.The system seeks a certain balance between many factors that affect the operation and development of the hospital,properly solves the contradiction between the economic benefits and social value in the performance appraisal,and provides management ideas and basis for decisionmaking,which helps Long-term development in the hospital.The clinical department,as the front-line department of the hospital,is the operation center and revenue center of the hospital,and is also the core to help the hospital achieve its strategic goals.From the point of view of the clinical department of the hospital,the construction of a reasonable performance appraisal system can reflect the actual operation of the hospital more comprehensively,provide guidelines for the hospital to weigh the goals of non-profit and sustainable development,and can also improve the hospital ' s Market competition awareness.In order to improve the performance appraisal level of clinical departments in hospitals of Xuanhua District,this paper builds on a theory of performance appraisal and balanced scorecards,combines domestic and foreign research literature,and adopts a combination of theory and case studies to preliminarily establish a set of scientifically reasonable and complete Innovative performance appraisal system.On the basis of theoretical research,we introduced the Balanced Scorecard strategy map,and used the analytic hierarchy process to decompose the strategic objectives of hospitals in Xuanhua District,and calculated the weights of the indicators at all levels so that the overall strategic goals of the hospital were at the departmental level.Get more effective implementation,so as to achieve reasonable docking between hospital strategic goals and department performance appraisal;Finally,combined with the TOPSIS method,the comprehensive ranking results of the performance assessments of clinical departments were obtained and the results were analyzed and evaluated.The performance gap among the clinical departments was obtained,which was helpful for the performance of clinical department performance assessment and the improvement of department performance.
