In the category of hospital human resource management,performance appraisal is through the assessment of individual employees work performance.At the same time,make information feedback,rewarding good and punishing bad to continuously improve the efficiency and quality of medical workers,performance appraisal is not only an important part of hospital performance management,but also the comprehensive embodiment of hospital core values.Under the premise of the new medical reform background and competition becoming more and more serious among hospitals,the research purpose of this paper has analysis internal performance evaluation in army hospital A during transition period,this enables us to deeply understand the advantages and disadvantages about relevant policies of the new medical reform in China,pointing out the direction for the development of army hospital A.The author comprehensively uses literature survey method,comparative study method,system analysis method,empirical example method,chart demonstration method,statistical method and so on.On the basis of investigation,analysis of existing content of performance appraisal,basic situation and organization structure in Army hospital A to find out the main problems existing in the present performance assessment in Army hospital A,by applying the relevant theories of performance appraisal combining with the actual situation in Army hospital A,the author proposes the optimization plan and suggestion to the design of organization,index,performance evaluation,compensation,security system of performance assessment.The main conclusions are as follows:First,this study through the investigation showed that a force optimization of hospital performance appraisal system is imperative under the situation the author of a comprehensive study of a military hospital performance appraisal after found that to make a military hospital to achieve "less input,low consumption,high efficiency",achieve greater military,social and economic benefits,it is necessary to optimize the performance appraisal system;Second,a troops hospital performance appraisal professionals is lack,personnel engaged in performance appraisal are not highly specialized Coban personnel,the hospital performance management philosophy and tools such as are not very familiar with;The third is to a military hospital performance appraisal system need to be perfect,from the implementation of the performance appraisal system design to performance index system,from the landing of the performance management of the whole process of communication to the results of the performance,from performance diagnosis to performance improvement and upgrading needs to do some improvement.The fourth is a military hospital performance evaluation needs the employees to actively cooperate with the research shows that some employees of a military hospital for the performance evaluation is not enough attention,cannot effectively with the development of performance evaluation and performance management to promote the effect of discount.The fifth is a military hospital performance appraisal index to implement dynamic adjustment should be the assessment index and the hospital strategic target docking,implement the system of post responsibility,according to the focus of the work of the hospital at different stages,select evaluation index,established from the hospital level to the department level to individual level hierarchical classification performance index base;The sixth is the A army hospital performance appraisal system to be combined with the salary system,simple performance appraisal can not provide the overall performance of the hospital,it needs to be combined with the salary system,can play a positive role.Make a reasonable salary system,the implementation of the classification of fixed salary,high performance for the staff to give a higher pay,and fully improve the enthusiasm of the staff.
