With the progresses of the domestic medical reform, the past performanceappraisal system of the hospital has been unable to adapt to the development needs ofthe hospital, on the contrary it will inhibit the growth of the hospital, and is notconducive to improve service and increase efficiency. In this context, national healthadministrative departments and the hospital itself are in urgent need of a new, fair andobjective, scientific and practical hospital performance appraisal system in order topromote better development of them.So in this study we take the third grade A hospital as the research object toestablish a set of scientific, practical, easy to promote the hospital performanceappraisal system. By using the balanced scorecard method, the KPI method, the targetmanagement and the stakeholder model as the theoretical basis, and comprehensiveadopting the documentary reference method, the Delphi method, the field survey, theassociation analysis and the variation analysis to screen and construct index set.Calculate weight by taking advantage of the AHP and the entropy method. According tothe weighted TOPSIS and the target reference method, the comparative method, theinterval method, the Bonus method, the reduction method, we can calculate the finalevaluation results. At the same time, combined with the core issues of the currentperformance appraisal of the public hospital, targeted establish the performanceappraisal system of the third grade A hospital. The empirical analysis shows that theperformance evaluation system is scientific and practical. The design idea and themethod of construction can provide reference for the health administrative departmentsand the hospital’s performance appraisal system.This paper contains seven sections. First, explain the concepts which is related tothe hospital assessment system and assessment methods; Second, analyze the status,problems and reason of the current top three hospitals in our public performanceappraisal system; Third, summarize and learn from the experience of the foreign publichospital performance appraisal; fourth, establish the index system of a threehospitals,calculate the weights, and validate the model; fifth, evaluate the performance appraisal of the top three public hospitals; Sixth, use the performanceappraisal system which is build in this study to assess a large domestic public threehospitals in2007-2012, in order to demonstrate its applicability; Seventh, putforward measures of improving performance appraisal system of the third grade Ahospital.
