Study On Internal Control Of Drugs In County-level Public Hospitals

The reform of medical and health services has accelerated the process of hospitals' marketization,during this process,compared to private hospitals,public hospitals' internal control has exposed more serious problems.In the primary health care system county-level public hospitals is the leading and it is also the connection of urban and rural health care service systems,the drug is an important material basis for the hospital to start medical service work,running through the entire process of medical business activities,it is a key component of hospital's cash flow.In order to ensure the safety and integrity of drugs in county-level public hospitals,it is necessary to strengthen the system of drugs' internal control.Therefore,the study of drugs' internal control in county-level public hospitals is of great significance.This paper uses methods of case study and field interviews,the content of it includes five chapters.Among them,the first chapter is the introduction,this chapter mainly elaborates the research background,research significance and research status of this topic;the second chapter is mainly related to the concepts and theoretical basis of hospital's internal control of drugs;the third chapter starts with the analysis of the necessity of drugs' internal control in county-level public hospitals,then introduces the general situation of AB Hospital,analyzes the current situation of drugs' internal control and its weak reason;the fourth chapter puts forward specific optimization suggestions according to the "internal control norms of administrative institution(trial)";the fifth chapter is the conclusion and policy recommendations.Through the research,this paper draws the following conclusions: Firstly,in the grim situation of the new medical reform,county-level public hospitals urgently need the construction and implementation of drugs' internal control to solve their own difficulties.Secondly,according to the " norms(trial)",this paper diagnoses the status of drugs' internal control in AB hospital,there are three aspects of the defect in AB Hospital's internal control of drugs: the first is the function of drugs' internal control is not perfect;the second is the evaluation and supervision system of drugs' internal control is not perfect;the third is about drugs' economic activities of business level,there are loopholes in the five aspects of budget management,revenue and expenditure management,government procurement,asset management and contract management.Thirdly,combined with the "norms(trial)",this paper proposes the following optimization recommendations towards drugs' internal control in AB hospital: the first is to improve management agencies of drugs' internal control,to establish the Drug Administration Committee responsible for taking the lead in the work of drugs' internal control,to adjust and improve duties of departments and members involved drugs' internal control;the second is to improve the evaluation and supervision system of drugs' internal control,to set up work review group and discipline inspection and supervision group in the Drug Administration Committee,to arrange staff in the two groups reasonably--responsible for the evaluation and supervision of drugs' internal control;the third is to regulate drugs' economic activities of business level,closely integrated with the new medical reform policies,to propose specific optimization suggestions respectively on five aspects on the pharmaceutical business level of budget management,revenue and expenditure management,government procurement,asset management,contract management.At the end of this paper,it proposes related policy recommendations from two levels included county-level public hospitals and relevant supervision departments respectively: On one hand,for county-level public hospitals themselves,should be with the same level of public hospitals to exchange experience of drugs' internal control,reflect the deficiencies in relevant policies to the superior,simultaneously issue self-evaluation report of internal control.On the other hand,for the relevant regulatory authorities,policy introduction departments should promptly improve the relevant policies of the new medical reform.This will help to promote the stable development of China's health care and provide protection for social progress.
