In recent years, with the deepening of hygiene system reform and that of personnel system in medical institutions, the number of medical organizations of all forms has increased a lot and the competition in medical field has become fiercer. Many private hospitals have emerged even in remote counties, which break up the monopoly of public hospitals. The competition among modern hospitals in fact is that of management, in which human resource management should be given priority. If the public hospitals at county level want to develop and gain competitive edge, traditional personnel management must be changed and the HR research and development must be improved.The article studies the HR management in a public hospital at county level and on the basis of the analysis of its human capital and the present condition of its HR management, the article finds out the problems in the HR management. Combining the theory and practice of the management of modern hospitals, the article puts forward the strategies to solve the problems by using theories of HR management.The article analyzes the HR management in DC hospitals by taking statistical and literature methods and points out the problems in the system of HR management, the system of testing and appraisal, staff training and cultural management. The articles then puts forward the methods to solve the problems including HR planning, establishing appraisal system of HR, staff training, appropriate appointment, pushing through salary reform, performance appraisal, strengthening cultural construction, assessment of service quality, etc..In the article, the author gives strategies and suggestions on how to improve the HR management in public hospitals at county level, including both specific measures and a direction to reform.
