Public hospital is the main body of health care system in china,shouldering the important responsibility of basic social medical insurance and public health services.The state-owned county hospital playing the leading role in the Three-level Health Care System in Rural Areas is a key part of the construction and reform of the national health care system,so promoting the reform of county-level public hospitals is the key to deepen the reform of current health care system.In 2012,county-level public hospitals started the pilot reform work.In this severe stage,it's necessary to implement county-level public hospitals independent legal status and empower their management autonomy,such as the power of personnel management,the right of deputy recommendation and of the internal distribution of performance pay,explore to establish and improve the modern hospitals' management system,refine preparation's management measures,determine a reasonable amount of preparation,innovate preparation's management patterns,take an overall consideration for both the personnel inside establishment and those outside,fully implement the employment system,job management system and open recruitment system,establish a scientific performance appraisal system,determine the medical personnel's salary level properly,improve the professional title evaluation standards of health professionals,etc.This series of reform measures are to ensure the public welfare and the sustainable development of public hospitals.This paper focused on the problems of the establishment and management of the personnel system reform of public hospitals in our county,mainly discusses the relationship between the nature of public hospitals,current problems in preparation,medical resources and the establishment of our health care system.The author used the method of literature analysis to collect and sort out the texts and data of the policy changes of the three-level health care system reforms of the central,Shandong and Penglai.Combined with the questionnaire,the author took a comprehensive A-level hospital in city Y,which was one of the first batch of national pilot reform units as an example,studied the age structure,professional titles,the proportion of doctors and nurses,the length of work,the differences of wages,and the paths of career development,mostly analyzed their job satisfaction,the attitude of the management and other areas,probed into the real problems and the concrete features of the present personnel system of the county-level public hospitals,especially the preparation system.By comparison,this paper studied the experience and achievements of medical institutions at home and abroad.In order to solve the problems in the management of county-level public hospitals,this paper offered the following policy recommendations:Firstly,transform"the establishment distribution system" into the "filing system",empower the autonomy in personnel placement and promote the rational flow of talent;Secondly,according to the hospital reality,carry out scientific job analysis,clear the "job description"' change identity management for post management;Thirdly,innovate the management approaches of personnel outside establishment,implement "talent dispatch system";Finally,implement comprehensive performance appraisal system based on job classification,comprehensive performance appraisal system,the rewards and punishment is related to the evaluation results.
