Research On The Government Led Public Service System In AIDS Management

The spread of AIDS has become the most important public health and social problems to be harmful to people's health,increase social instability,impact economic and social development,affect social stability,hinder the creation of a harmonious society and restrict the development of the society.The leading role of the government in the management of AIDS is the fundamental guarantee of AIDS prevention and control.This paper analyzes the negative impact of AIDS on the family,society,economy,ethics,safety and other aspects through the different theories of public management,expounds the AIDS is not only a medical health and disease problems but also a more complex multi system penetration of public social problems from the perspective of public management.Effective AIDS prevention and control must defer to the principle of fairness,the principle of tolerance,respect for the principle of independence,based on advantage principle.It expounds the function and influence of the government leading the main public service system.The problems and reasons of the current government guiding for AIDS prevention and control work were thoroughly analyzed.On this basis,some advices had been maked about the government leading public service system in the management of AIDS in the construction of legal system,clearing control of people-oriented,improving the policy environment,perfecting government public service system of political security,strengthen the rational allocation of resources and sharing of resources,improving the government management responsibility consciousness,enhancing government support and promoting community governance,breaking through government "governance vacuum" and "market failure"limitations,changing control ideas,giving full play to the advantages of NGO governance,using effectively the interests of public service contract management system and mobilizing the public to participate in AIDS treatment.Under government resources relatively dissatisfaction,we made a preliminary study in order to achieve the national AIDS prevention and control,mobilize and utilize of various social forces,organize public goods service,form a government at the helm of the whole society,make community mutual cooperation of government leading public service system.Through research we believe that AIDS management must be led by the government integrating various social forces,highlighting the government governance ability,leading by the government,cleaning responsibility,making the government "at the helm",mobilizing the third department of the society,collective and the individual.Our aim is to improve the reasonable allocation of resources,promote social justice,safeguard and improve laws and regulations,innovate public financial investment and broaden the scope of public financial support,improve the supervision mechanism,prevent and effectively reduce the occurrence of AIDS,reduce the burden of government,society and family,ensure public health and life security,maintain social stability and promote the harmonious development of economic society.
