Research On Financing Structure Optimization Of Urban Community Health Service Institution In China

Urban community health service institution is an important part of China's basic medical and health service system. The significance of its existence is to meet the basic health service needs of social members and to ensure that everyone can enjoy the right of primary health care. The history of the development of community health service institutions in China city is just over ten years, therefore, there are still many problems in the organization itself and its operation mode. It will seriously restrict the full realization of the functions and the sustainable development of these institution, unless these problems are properly resolved. Among the problems, the financing structure of urban community health service institutions has become the bottleneck which limits the survival and development of urban community health service institution. If the problem are not solved as soon as possible, it may endanger the overall construction of medical and health undertakings in China. In this context, this paper proposes to optimize the financing structure of urban community health service institutions in China from the government point of view.Based on the theory of public goods, this paper analyzes the product attributes of urban community health service in China, and then it deduces the idealistic state of financing structure of urban community health service. Later, on the basis of extensive collection of literature and statistical data,this paper induces the actual state of financing structure of urban community health service institutions in China. Finally, this paper summaries three existing problems in the financing structure of institutions through comparative analysis between the idealistic state and the actual state, and puts forward the corresponding policy recommendations to solve the problem one by one.The paper consists of seven chapters. Chapter One mainly introduces the background of the financing structure of urban community health service institutions,explains the related concepts in this paper, and summarizes the domestic and foreign research situation of urban community health service. Chapter Two analyzes the product attributes of public health services and basic medical services based on the theory of public goods, sets up the analysis framework of whole paper, and constructs the proper financing structure by responsibility factor, channel factor, and proportion factor.Chapter Three describes the actual financing structure of urban community health service institutions in China by listing and analyzing data. Chapter Four sums up three major structural problems by comparing the proper structure and the actual structure and puts forward the overall optimization idea. Chapter Five to Chapter Seven solve three structural problems by following the steps of reason analysis, countermeasure fiction and demonstration. Chapter Eight summarizes the full text, points out the shortcomings and the future research direction of this paper.
