Study On Functions Of Health Care In The Community Health Service Canter Of The Key Contact Cities In Western China

ObjectiveThe aim of this study is to take quantitative and qualitative analysis on the basic statusand function of Community Health Service Center(CHSC) of the Key Contact Citiesin western China, know the progress of the CHSC, make comprehensive evaluation tocompare with these western cities so as to find out the difference between these cities.By this way, to summa rize experiences from running the CHSC and find ing outproblems in Western China, then provide suggestions for making the communityhealth service institution progress successfully.MethodsThis study was based on document revie w and present data collection. Taking thequestiona ry to investigate the development situations and quantity of health servicewhich is related to all the CHSC in western key contract cities. The database'sarrangement and statistica l analysis was completed by the software of MicrosoftOffice Excel 2003, SPSS 15.0 and SAS 9.0.ResultsAfter making and executing the policies and regulations which was connected withthe Community Health Service, the Community Health Service Institution(CHSI) in Western China was growing persistently. It is propitious to accelera te the wholeCHSI's level in China by realizing conditions of Western China which taken up thenumber of cities accounted for 32.14% in China. Based on document revie w andpresent data collection, the results was that the whole levels in Western China werelower than the other areas, though the velocity of development in Western cities,together with Eastern and Central Cities, were all getting norma lized progress. Thereare severa l major conclusions :(1) CHSC has developed well basically, but the inner was imbalance. The policiesand regulations with CHSI were executed well being.In this study, a total of 351 CHSC were researched, there were three kinds divided bystreet, town and villa ge with percentage 89.17%, 9.4% and 1.43%. Policyimplementation in Western district was entirety well. Among these policis, developingand actualizing the assista nce for community public health assessment, adopting thetwo-way referral system(TWRS) and pilot project with med ical insurance system etcwere all developed well, but the western district of key contract cities should pay moreattention to how to carry out"separating revenue from expend iture"well than before.(2) The construct of CHSC developed more effectively, the infrastructure couldget the basic needs for people which meet essential requirements, the number ofowning basic setting were less than eastern area.There were severa l types of basic settings, which includes capital asserts, TCM(Traditiona l Chinese med ical ) Office and dimensions of parlor. The avera ge ofcapital asserts was￥4071400.00, hospital beds was 36.03, drug categories was 582and dimensions of parlor was 2207.847 M2. Other equipments include the proportionof TCM Office and other infrastructures were higher than 80%. The source ofhousing and funds were poor, and the self-fina nce's scale was the highest. Amongthese western key contact cities, YinChuan city has been achieved a hundred percentabsolutely. Percentage of owning basic equipments in other cities were higher than70%. EasterEastern and Central district, there was still a large disparity betweenthem.Function of CHSC contains basic med ical care and public health care. Consideringthe overa ll circumsta nces in western China, it was lower than Eastern and Centraldistrict.SuggestionsBased on the find ings of the study, the conclusions are as follows:(1) To Strengthen Government's ability of macro-control: the Government needs topay more attention to CHSI and guide efforts to create a better policy environmentwhich would suit CHSC's smooth development.(2) To achieve the goal: to make the all cities and towns of western contact citiescovered by build ing more extensive CHSC.(3) Increasing investment to infrastructure of CHSC, to strengthen the CHSC'shardware construction.(4) To accelera te the TWRS further deepening than before.(5) Making efforts to enhance technical level of CHSC.(6) To continue to increase the covera ge of health insurance in CHSC.(7) To establish the monitoring system to access and strengthen the standardizationof CHSC's running.(8) Based on the weatern characteristics and to enhance the overa ll functions of thehealth care.(9) To take part in the nationa l and internationa l genera l med ical organizationsactively.(3) Function of CHSC in western China developed well, which compared with...
