A Study On The Management Mode Of The New Rural Cooperative Medical System

In the current medical security system,rural cooperative medical care is one of the most basic content of China's farmers groups provide the most basic and comprehensive system of health services and health care,to effectively meet the farmers' demand for health services.Wuzhou's new rural cooperative medical system(NCMS)since 2003,funding levels and continuously improve the level of protection,expanding coverage,in 2015 the new rural cooperative medical insurance rate has reached 99%,has achieved remarkable results,greatly reduce the occurrence of farmers caused poverty due to illness phenomenon.However,with the development of social economy and the improvement of people's demand for medical conditions and health services,some of the contents of the new rural cooperative medical system are backward and defective,so there are some problems in the specific application.How to solve the management of the new rural cooperative medical system in Wuzhou City,the high cost of funds,poor ability to resist risks,offsite reimbursement difficulties,counties(cities and districts)the compensation policy inconsistency proposed to establish new rural cooperative fund municipal planning management system and operational mechanism,improve the overall level of the new rural cooperative fund,further countermeasures for enhancing medical security ability.At the same time,the paper puts forward the guarantee measures of Wuzhou municipal NCMS.The article thinks,only relying on the new card to achieve within the administrative areas of this Municipality remote immediate settlement,gradually realize the provincial(city)remote medical immediate settlement,in order to better meet the needs of medical personnel of basic medical security,promote the sustainable and healthy development of the new rural cooperative medical system.
