| BackgroundToday,advocating natural health care and "raise than cure" in the world.With the development of society and economy,traditional Chinese medicine is gradually accepted by the world, people`s demand for Chinese medicine health care is also increasing.Traditional Chinese Medical institutions(TCM) as a career, the appearance of the technical level and service quality is directly related to people's health and life security, it`s nature to have higher requirements of its medical and health services. In order to achieve the goal, not only need the doctor of traditional Chinese medicine hospitals, clinics and other medical institutions of traditional Chinese medicine to strengthen the legal consciousness and internal management, at the same time it also needs external management,strengthens the oversight of the department of health supervision, inside and outside,cooperate with each other. Countries will always put the development of the traditional Chinese medical institutions as indispensable important part of medical and health undertakings, and establish a series of regulation of traditional Chinese medical institutions and traditional Chinese medicine policies and measures to promote the rapid development of traditional Chinese medicine. Accessing its institutional setting, resource allocation, personnel access, medical services,the potential development,medical benefits,etc,and the corresponding supervision and management,help to make Traditional Chinese Medical institutions improve constantly on the original basis, adjust the development direction and strategies, provide better medical and health services. Supervisory organizations and the supervised unit was established according to the medical service relationship, just like industry and commerce manager and merchant, a regulator and a practitioner, only when the two mutually cooperated, circulation of commodities can be more unobstructed, to ensure that the people enjoy the best service. It can find the problem and put forward feasible solutions, provide foundation for the benign development of them through the supervision and management,reduce and control medical errors in clinical activities, will endanger civil health risk to a minimum.Providing the basis for the benign development of the TCM institutions. Objectives:Understanding and analyzing the basic situation and status quo of the supervision and management of traditional Chinese medical institutions at home and abroad, finding some problems in its management, supervision, legislation management etc; Studying on the current supervisory and administrative situation of traditional Chinese medical institutions in a certain area.Finding out the problem and coming up with the reasonable opinions and suggestions which would be helpful to explore the supervisory and administrative standard system and mechanism of traditional Chinese medical institutions,and further promoting the healthy and orderly development of Chinese medicine in jilin province. Methods:In this paper, analyzing the results by adopting the combination of documentary analysis and questionnaire method,and statistical method for processing.Literature analysis mainly refer to a large number of relevant literature about the supervision and management of traditional Chinese medical institutions and analyze the results.Questionnaire survey is processing in the first half of 2015, the research objects are health supervision department staff, practitioners and patients in traditional Chinese medical institutions of a certain area.450 valid questionnaires were recovered, 95.34% efficiency, conduct investigations into administration of traditional Chinese medical institutions and focus in this area, such as the existence of, and to analyze the survey results. Results:1 In the supervisory and administrative department of traditional Chinese medical institutions in a certain area, the professional level of the regulators team need to improve, rules regulations is not sound, lack of regulations propaganda work, accounted for 93.33%, 86.67%, and 80% respectively.there are still some problems need to change the way of supervision and regulation of advertising.2 The supervision of traditional Chinese medical institutions in a certain area mainly includes the following three aspects:(1)In hospital of traditional Chinese medicine, a certain area,personnel access system, practice license and change of registration, and regulations propaganda training, technical training and foreign exchange all accounts for more than 80%;In TCM clinic,training regulations propaganda activities, and regularly carry out technical training and foreign exchange account for 77.50% and 87.50% respectively;In other medical institutions of traditional Chinese medicine all the indexes is poorer, only regulations training campaign accounted for 69.05%, more than 50%.(2)In the TCM institutions of a certain area, the position between practitioners and their degree is not corresponding,it is not that people with higher degree have the higher corresponding position.In the survey,record of formal schooling is master degree and above employees accounted for 23.33% of total employees, while engaged in medical practitioners and assistant medical practitioners only accounted for 30%;Bachelor degree and the following work as assistant practicing doctors' proportion is as high as76.67%.(3) In the internal management of TCM institutions, medical waste can not be timely classification,lack of effective way of collection and the disposal way is not reasonable accounted for 19.33%; The problems about unreasonable medicine dosage and stewing way of Chinese medicine application accounted for 30.70%;There still exits insufficient assistant practicing doctors, advertising and network construction is imperfect and so on.But in the aspects of training professional personnel, head of the regulatory undertaking responsibility covered more than 80%.3 From the perspective of patients in TCM institutions,adequate doctors and paramedics accounted for 75.42%, doctors' medical skill level is high, good service attitude accounted for 82.91%;Selling expired Chinese medicine yinpian and proprietary Chinese medicine accounted for only 8.33%.Long use period doesn't work, the medical waste disposal and other issues still need attention. Conclusion and Suggestions:The supervisory and administrative department work of traditional Chinese medical institutions in a certain area should be improved and medical institutions should strenghten their own management, patient satisfaction remains to be improved.Complete the regulations of traditional Chinese medical institutions, Focus on the problem of lazy law enforcement agencies and incoordinate departments;Strengthening supervision personnel team`s construction and related laws and regulations training, increase the propaganda dynamics and breadth;Establish archives for bad practice corresponding to different frequency regulation and penalties;Strictly regulating practitioners` access system,set the supervision mechanism of regular inspection and reporting.Develop professional practitioners of traditional Chinese medicine examination standard, chooses efficiency man, Strength the talent cultivation of traditional Chinese medicine and the innovation of the traditional Chinese medicine research. |
