The core value of basic medical insurance system is fairness, but China's current insurance system is deviated from the value of fairness.To explore the connotation and the development path of fairness of basic medical insurance system in China, the research focuses on the evolution of fairness of China's basic medical insurance system.Through quantitative method, the research unfolds the context of the fairness practice of current basic medical insurance system. Besides, the research compares fairness of paying and financing among basic medical insurance system for urban employees, basic medical insurance system for urban residents and new rural cooperative medical system via data analysis. In addition, the research illustrates the western medical insurance modes and the fairness practice of basic medical insurance system in China by literature review.Based on the situation that China's basic medical system is deviated from the principle of fairness, the next step is to modify this trend.China should learn Germany's social medical insurance, and revise basic medical insurance system according to own features. Apart from ensuring the fairness of results, the fairness of process should be paid more attention. Finally, the orientation is to merge social medical insurances and realize the target of universal coverage in medical insurance.
