The Fairness Of Medical Security System In China:a Marxist View

The fairness problem of the medical security system have always been a significant problem that is urgent to be solved in the reforming of the medical security system, particularly in today’s social realities of unequal distributions of medical resources and the increasing hospital-patient conflicts. It is essential and immediate that how to properly lead the development of the medical security system towards a fair, high efficient way and seek the ways to solve the existing system crisis.This paper tries to make a further research on the fairness problem of the medical security system in China of Marxist fairness view, and take the advantage of Marxist fair distribution theories and equality thoughts to seek effective ways of making the fair medical security system. First of all, the paper describes the ideological connotation, theory definition and realistic meaning of Marxist fair concept in order to establish firm theory foundation. And then, it reviews the history development and reform process of medical security system in China, and analyzes the problems existing in the reform of current medical security system in China from the perspective of fairness concept. Moreover, through comparing with the successful experience of foreign typical medical security systems, the paper analyzes their fair features and extracts the experience and inspiration to be helpful to the reform of the medical security system in China. Finally, this paper tries to make the Marxist fair view as theoretical basis, to construct a fully fit with the China’s national conditions. And it provides practical proposals targeted as the features of China’s medical security system for the further reform.The author thinks, based on Marxist fairness view, we should gradually increase the availability of medical security system and expand its coverage, to narrow the gap between urban and rural areas, and to improve the level of protection of rural cooperative medical security. At the same time, strengthen the care for vulnerable groups, to build an effective social assistance system and multi-level medical security system, and ultimately achieve fair medical security system which is adapt to China’s national conditions.
