Study On The Fairness And Efficiency Of Basic Medical Service In Jiangsu Province

Fairness and efficiency are the two major objectives of the progress of human civilization and social development, as well as Medical and Health Service. Now there is imbalance of basic health resources allocation and inefficient utilization of basic medical service in Jiangsu province, which directly restricts the development of Medical and Health Service and the improvement of people’s health. Therefore, we need to improve the fairness and efficiency of basic medical service and enable the coordinated development.Firstly, it defines basic medical service, medical fairness, medical efficiency and explains the relationship between fairness and efficiency. Then it analyses the present situation of basic medical service in Jiangsu province according to the2008-2012panel data. It builds the evaluation index system of the fairness of basic medical services, then analyses the fairness of basic medical service and reasons of overall difference by using the method of Theil index and its decomposition. Moreover, it respectively uses CCR model and Malmquist index model of Data Envelopment Analysis to analyse static efficiency and dynamic efficiency of basic medical services, and gets factors of overall efficiency according to its decomposition.Through the study, it concludes that the fairness of basic medical services in Jiangsu province has not been significantly improved, and the efficiency appears to be on the rising trend, but the difference between regions is still large and basic medical service level of different regions is consistent with regional economic development level. According to the results, the government should strengthen regional health planning, perfect the transfer payment system, impel the progress of medical science and technology and so on, which may provide some advice for promoting fairness and efficiency of basic medical service in Jiangsu province.
