Objective Through the operational and regulatory situation of the new rural cooperative medical system, on the basis of analysis of the various regulatory elements such as supervision object, supervision contents, supervision approach and method, combining the fieldwork and interviews, analysis the effect of the supervision and the practical problem of the management in the process of the regulation, to ensure the sustainable development of the new rural cooperative medical system.Methods 1 The method of literature research. 2 The method of system analysis. 3 The method of case analysis. 4 The method of description analysis.Results 1 Regulatory is unclear. There is involved more departments in the process of regulatory,result in regulatory responsibilities is unclear.And the multiple roles of HFPC affect the administrative power and responsibility. 2 Lack of regulation power. There is lack of motivation and substance in regulatory. 3 Lack of regulatory basis. The penalties for violations is limited, and lack of a clear basis for enforcement. 4 The punishment is not strong enough. From the violations of the situation at present, the compliance costs is too low. 5 There is too difficult to supervision the remote medical. The regulatory of the remote medical treatment and the level of the instant settlement provide opportunities for criminals to obtain funds of NCMS by forging medical credentials. 6 Lack of regulatory capacity. There is lack of personnel, expertise and skills in the regulatory of NCMS. 7Social supervision mechanism is not yet play an effective role.Conclusion We should establishment an independent regulator, strengthen the monitoring of medical institutions, provide legal basis for NCMS regulation, establish a reasonable pay system, strengthen the construction of new rural cooperative medical system and organization of agency of regulatory capacity, promote the construction of the social supervision mechanism, strengthen the management of accounting for farmers, and promote the healthy and sustainable development of NCMS.
