Medical and health problems of farmers have been the important issues of social development in rural areas. Especially after the reforming and opening up, most farmers become a group of fully paid for health care, along of the disintegration of the existing rural cooperative medical care in most of the country. Farmers in the illness should see a doctor but they did not, and many of them are in poverty because of illness. This is a widespread phenomenon, mainly for farmers are too poor too see a doctor in time. According to the Social Blue Book in December 2005 issued by Chinese Academy of Social Sciences, there are 65.7% of people without any form of health insurance, and there are about a quarter of people who have to give up health care because of inability to pay. Facing to the critical situation of the rural medical security status, the governments re-launch the pilot project of rural cooperative medical system and popularize it in recent years. On the basis of a comprehensive summary of historical experience and lessons in rural cooperative medical care, CPC (Central Committee and State Council) have made the decision of establishing and improving the new rural cooperative medical care system, combining with the actual development of rural society. The new rural cooperative medical care is the basic health system mainly for serious illness co-ordinate, which is guided by the governments at all levels, participated by rural residents, and combined with the collective support and financial assistance. It focuses on solving the problems which rural residents become poor and come back to poverty caused by seriously illness, it also guarantees both large medical expenses assistance and small clinic medical expenses.On the basis of studying and summarizing the existing research, this article explores the reasons why the old rural cooperative medical system dissolved from the aspect of inadequate supervision, and provokes the essentially thinking about the supervision of the new rural cooperative medical system by comparing the old rural cooperative medical system with the new, and summarize the great contributions of the new rural cooperative medical system. At the same time, the author studies the risk behavior of asymmetric information caused by which every stakeholder makes during implementation of the system ,analyses the risk of government, medical institution and farmers, explores the effective methods of regulatory path and constraint method, and at the last part the author gives some relevant suggestions.Though the argument and analysis, it can be seen that our country's rural cooperative medical system has experienced a long development, but it is also going forward with attempt. At present, although NCMS has been founded, yet it is only the primary stage of China's medical security system, and based on the basis of mutual help among rural residents, there are still a lot of problems for the system. Risks exists in the implementation process of rural cooperative medical care system such as out of risk, moral hazard, risks of adverse choice, dangers of a monopolization, and rent-seeking risk between the Government and the Hospital will must be taken account into building our new rural cooperative medical system . Otherwise, the effect of the implementation of the"new rural cooperative", and the level of benefit for farmers will be greatly reduced. Strengthen the rural health work, develop rural cooperative medical care, is a necessary move to building a new countryside, is also a key to building a harmonious society. With the constant strengthening of government regulatory mechanisms and continuous improvement of rural cooperative medical care, this health care system which create by the farmers themselves will play an important role in guarantee farmers access to basic health services, and release the poverty phenomenon caused by diseases, it also will make positive contributions to our social and political stability.
