The"three rural issues"has always been the most important issue of Chinese economic development, farmers health can not be ignored as the main body of agriculture. To establish the social security system in Chinese rural cooperative medical care system is an important guarantee for the health of farmers. Since 2003, with the new rural cooperative medical system(NCMS) in the implementation of the rural,"poverty caused by illness, returning to poverty due to illness",the medical and health phenomenon like these have been alleviated. As the main participants and beneficiaries in the new type rural cooperative medical system, the farmers willingness to participate in the new rural cooperative medical system plays a decisive role in the development. The willingness of farmers is fabricated lots of factors. It has an important significance to research these factors for the new rural cooperative medical care system which could be sustainable development.In this paper, the writer studies deeply in the samples of willingness of the participated farmers, using household survey data in County Helingeer, Hohhot, Inner Mongolia, together with the column method and the logistic model. Measurement results showed that there is a significant correlation between the age of the household head in farmers'awareness on new rural cooperative medical system and the government's propaganda for this. The writer offers some feasible proposals, such as the farmers wish to join the system are not high, the farmers trust primary health care institutions are not enough, the farmers don't aware the new rural cooperative medical care system enough, and the government's propaganda is not wide and deep.
