Objective: This article aims to explore a theoretical model based on a balanced scorecard for the county pubilic hospitals which contains important indicators and using a random sample of three county-level public hospitals in Fujian to evaluate comprehensive performance through TOPSIS method.According the sort of the results to dicuss the influence factors of hospital performance in order to provide scientific and practical reference for the smooth progress of the county-level public hospital reform.Methods: In this study, the author adopts the quantitative analysis and qualitative analysis method to discuss and filter the index system combined with the Group of Experts on the basis of literature research.Using TOPSIS method to calculate 2012--2014 three years of comprehensive performance of the three county-level public hospital and sorted. Descriptive statistical analysis was used to analyse the Fujian county public hospital medical cost increases, the efficiency of human and beds, assets and operational efficiency and so on, at the same time, the use of interviews to understand Fujian county public hospital performance assessment problems and hospital managers and health administrative officials comments and suggestions to further promote the county public hospital performance assessment policy landing.Result:(1) Constructed a performance evaluation index system of the country hospitals in Fujian that including four first level indicators: eight second level indicators and twenty-four third level indicators.(2) Comprehensive performance ranking results of the three objectives of the hospital: A hospital> B Hospital> C Hospital in 2012; A hospital> B Hospital> C Hospital in 2013;C Hospital> B Hospital> A Hospital in 2014. The results of the sort and the actual performance operation between three county-level public hospitals in Fujian comprehensive reform of the basic line.Conclusion: BSC combined with TOPSIS hospital performance appraisal is a more comprehensive and scientifically valid approach, but whether it is applied to the three major urban hospital or county public hospital performance assessment, need to combine the functions of boththe hospital and positioning specific strategic objectives adjust. Performance appraisal is a systematic project, which requires not only a comprehensive and reliable system of indicators also depends on the hospital to proceed with the basic data collection, assisted support statistical work,and hospital information technology and other related measures. In addition, performance appraisal should reflect the orientation function, indicator system to be able to reflect the direction of the hospital and functions. Finally, increasing the use of performance appraisal results in order to achieve the real purpose of performance appraisal, in the development of truly grasping assessment,in order to assess and promote development, and guide the county public hospitals towards fine,professional, modern management model forward.
