The medical and health care in China has made outstanding achievements for 30 years since reform and opening up in 1978 with yearly improvement taking place in the level of medical environment, medical service quality, medical technology and hospital management. The purposes and planning to run public hospital has gradually developed into the major participation by hospital administrators instead of the sole design by the state and the general goal to run the hospital has been keeping pace with the development of social. It is very obvious that hospital has made great contributions to people's health with the number of hospitals in China increased from 2.6 thousand in 1950 to 20.918 thousand in 2010, the number of hospital beds from 80.46 thousand in 1950 to 4787 thousand in 2010, the number of health technology staff from 500.1 thousand when PRC founded to 8207 thousand in 2010 and the number of people who go to hospital from 150 million at the beginning of PRC to 58.3 billion. As public consumption level and living standard is improving and aged tendency of population is serious with China as one of the fastest countries in the development of global economy, the level of current medical and health services industry cannot satisfy the need of rapid development for economic society and cannot meet the health demand from people, which is concentrated on the system defects such as fuzzy public welfare, long process of seeing doctors, high cost of seeing doctors and deteriorating doctor-patient relationship in public hospital and so on.The reform of public hospital is imminent due to above mentioned. And the key point of sustainable development of hospital is how we can find a balance point between the development of hospital and that of market to ensure the reform and development of public hospital conforms to that of market economy. Externally, the purpose of activities such as "Three Goods and One Satisfaction" and " A Good" is to solve the dispute between doctor and patient remodeling a new image of medical staff; internally, the solution of the problem is to separate the administration and professional work to run the hospital fairly and efficiently. The paper defined the connotation of public hospitals, summarized the rise and basic concept of new public management theory, did a history review of the management evolution in public hospital reform and analyzed the problems and their causes from the view of new public management theory. At last, from concept, mechanisms, and environmental aspect, the writer expressed how to build a public hospital management system where the administration is independent of professional work.
