The public profitless hospital is a social unit benefiting the public, which is owned by the state. Its main duty is to provide the basic medical care to public representing government with the features of public, welfare and profitless aiming to seeking better service instead ol" profits. Therefore it could be subsidized by the state. The present administration system in China is legal person responsible system, which has a lot of disadvantages, as vague property right, obscure right and responsibility, no separation ol' politics from administration, having empty reputation of rights, low working efficiency and deficiency of market competition power. In planned economy, the present administration system of public profitless hospital could maintain the basic subsist and development of hospital. But in market economy, without enough financial subsidization by the state, especially after the reform of medical insurance system and entering WTO, the hospital involved market competition is just like a person who cannot swim but is pushed into sea. Market economy is an inevitable outcome of the development of history. The financial subsidization by state could bot be totally got in a long period. The competition in medical market would become more and more violent after the reform of medical insurance system and entering WTO.
