In 1994,China carried out “ system of tax distribution ”that separates the collection from finance.This ensures that the central government implement their intentions and the ability of controlling the local government.It can also weaken the governmental revenue.In this sense,the policy actually leads the fiscal policy to the concentration of power,which changed the situation of self-controlled revenue and expenditure between central and local government in the system of fiscal responsibility.The fiscal gap of local government should be made up by the central government's transform payment.All kinds of financial found distributed under the project and special project gradually became a main means of fiscal expenditure to ensure that the local government maintain normal social public construction under the condition of fiscal revenue.In 2006,China cancelled the agricultural tax.Project scheme,the finance as the core,had strengthen the authority of the central government.And the top to bottom control in central and local government so as to reconstruct the significant role of central government.Meanwhile,it is the main way which the central government provides the service to the rural society.In the past 40 years,most public service in China's remote rural public had still stayed a poor level,and there is many problems,such as insufficient financial resources.The paper mainly studies the different social groups who participate in a rural primary school's rebuilt on the analysis of the research. The main clue is the improvement of the investigation on the present condition of rural primary school. On the present situation, The author states H elementary school including the history,natural geographical conditions, the scale of the school and the environment.By the process analysis, the construction process of H elementary school is described by the time and logic.There mainly includes four participants who are parents and the school leader, the village committee, the government, the social elite.The series of process show up the different behavior features.Firstly, in the process of government management, the parts of social management can accord to their own willingness to actively compete with other administrative departments of the limited financial resources, attract social fields and groups of public resources to work together to finish the construction of social public projects. It shows that social management can mobilize social forces, adopt the method of multiple participation, committed to the construction of modern state governance in the new period.Secondly, the construction of the project scheme change a situation which is dominated by the government in the process of traditional project. In the process of project construction, the common action of multiple participation subject not only fulfilled the expected project plan and purpose, but also derived a new social governance model. The government cooperate to complete the traditional and made a new behavior patterns for the government to guide and subordinate departments, social groups, the mass people, social groups who is the direct and important participants of project construction.Thirdly, the process of project construction is shown the parts of the program that they not only actively involved in the project construction, execution process, and passed from passive recipients to project construction.The people began to assert their participation rights and participation way,in the other hand,by the analysis of the project construction process and the participation main body behavior, we can explore the uniqueness of this new way of participation.
