As an indispensable part of social security system, medical insurance system isclosely connected to our national interest and people’s livelihood. At the same time, theproblems in agriculture, rural areas and farmers are the fundamental problems related tothe party and country as a whole. Only If medical insurance issue can be appropriatelysolved, the goal of building a well-off society can be achieved in an all-round way. As asecurity system closely connected to medical problems of700million people in ruralareas, The New Rural Cooperative Medical Care System (NRCMCS) is of vitalsignificance for coordinating urban and rural areas development, vital interests of thefarmers and social stability. China has made major breakthrough after10years ofexploration since NRCMCS was implemented in2003. However, there are also someproblems in it and need to be further regulated. With the NRCMCS being implementedin the vast rural areas, we have to adjust measures to local conditions in response toactual situations of different areas.The study is carried out from three modules of theoretical analyses, realitiesanalyses and strategies analyses. First, this study theoretically makes a classification ofresearch findings at home and abroad of the NRCMCS, and also makes a scientific andreasonable definition. Moreover, the study of NRCMCS is carried out and discussedbased on three theories of health economics, information economics and welfareeconomics. Second, take Lüliang City for example, through methods of Literaturereview, field survey and interview study the current situation of NRCMCS in LüliangCity is being studied from different aspects such as participation rate, fund raising andcompensation etc. Moreover, this study makes a small survey of farmers’ responses andevaluations. But there also many problems existing in process of application, such asdefects in fund raising and compensation system, lack of government responsibilities,unregulated actions in designated medical institution, meantime analyzes the causes ofthese problems. In part of strategies study, this study tries put forward some measuresand suggestions in order to deal with problems discussed above. First, set up asustainable system of fund raising. Second, build up a scientific compensative system.Third, make government’s function and responsibility more clear and definite. Four,should strengthen supervision of designated medical institutions to regulate their actionsfrom diagnosis and treatment, charge, etc. So as to provide some references for the NRCMCS in Lüliang City, even for other parts of China.
