Theory of performance appraisal management commonly used mainly has three directions.They are performance / results, performance / behavior, personality / character oriented methods. Hospital is a unit of the nature of public welfare. And methods of establishing hospital performance appraisal system are target management, balance of score card and key performance index method. Each of them has advantages and disadvantagesThe development of medical industry in China, especially medical institution has experienced the "10th five-year plan ", "11th five-year plan", "twelfth five-year plan" three stages,from government dominating the whole public hospitals to supporting appropriate privatization reform, and finally to encouraging private hospitals. Eventually a situation is formed, in which private hospitals play an equal role to public hospitals. During the "11th five-year plan" our government proposed the National Health Reform. One of the aims is to reform the performance management of the existing hospital. The existing public hospitals will be a comprehensive pilot. And performance management of public hospitals exists does not conform to the modern hospital management system. Unreasonable salary distribution and failing to effectively motivate the employees are also the problems.In this paper, the main target is reforming the performance appraisal standards of A hospital which is three class. Analysis the external environment in which a fierce competition exist in the same industry. Combined with the deficiency of the existing performance evaluation index system is just evaluating on economic performance. At the same time, the existing performance evaluation does not consider the problem such as work enthusiasm and development of employees. In view of these problems, taking advantage of BSC, KPI and MBO, proposes the three stage performance index evaluation system which meet the needs of the development of A hospital. And from the three aspects of organization, system and culture to provide the corresponding guarantee for the implementation of the assessment, in order to ensure the smooth implementation of the assessment program.
