Medical service has been one of the basic social security cause it is related to the national economy and the people's livelihood, it is related to the civil life and the survival of the event. At the present stage, with the intensification of urban expansion and the migration of the population to the city, urban medical services have become the most important of infrastructure space layout. Due to the unbalance distribution of urban population and urban roads, therefore, differences between the spatial distribution of medical facilities and the demand of residents have been produced. To identify and optimize resources in weak areas is the keystone of the study.This paper takes the second ring of Hohhot as the research area. Using Hohhot city's demographic data, Medical facility data and survey data, redial facility related data and field survey data. Based on the theory of spatial interaction, and make the evaluation on the spatial accessibility of 1.13 million residents in 164 communities. First, by using GIS software which can be calculated by applying distance to nearest provider, potential model and improved potential model get the index of spatial accessibility and its spatial distribution when arrived in tertiary general hospital or Community Health Service Centers. And then, on this basis, combined with the spatial distribution of the two types of medical and health facilities to analyze the characteristics of the spatial distribution of the accessibility of the residents, and the difference between the spatial distribution of medical facilities and residents demand, the establishment of the spatial distribution of the space in the residential demand. Finally, based on the principles of public facilities layout planning, the existing level of facilities and the improvement of the potential model three aspects to optimize and proposed relative measures, to provide support for the planning of health services.Through research and analysis, we get the following conclusions:(1) In the study area, Spatial distribution of tertiary general hospital space is highly centralized, which coverage is not high. The difference of spatial accessibility index is great, which urban center appears peak value, showing the trend of decreasing outward., from the central city to the outside,Present a obvious difference. The overall distribution is imbalanced. (2)The distribution of Community Health Service Centers is loose space becomes loose, which coverage is high. Space accessibility index is more balance, showing East-West difference. The West has become a medical resource shortage area. (3)The overall spatial distribution of Medical resource is imbalanced. We have found 2 aspects problems:one is the difference of spatial accessibility index is obvious; anther is:lack of facilities in some areas and severe redundant construction in the whole space, local facility deletion and repeated construction. (4)To optimize the spatial distribution of medical and health service facilities by the method of local adjustment. The excess of resources, reduce the amount of public health services; lack of resources in the region, should increase and improve the level of facilities, and optimize the road network facilities and road network optimization.
