In modern society,the establishment and perfection of social public health epidemic prevention system is one of the important characteristics to measure a nation's civilization development degree.By the late Qing Dynasty,China still lacked a system of state-led health and epidemic prevention system,which led to a lot of social problems.At this time,Japan had established an advanced epidemic prevention system,which inspired the Chinese people to seek for change.In this circumstance,the late Qing government decided to imitate Japan,and built hospitals,health and epidemic prevention offices,executing agencies and any other supporting measures which were based on coercive force of state,and made national level of vertical management system from prevention to discovering treatment.Finally,the late Qing government built a relatively complete modern health and epidemic prevention system.By imitating Japan,the establishment of public health epidemic prevention system had a major impact on society.It had also improved the capacity of public administration of the late Qing Dynasty,but also contributed to the improvement of China's international status and promoted international cooperation between China and Western countries.But learning from Western by imitating Japan affected the Chinese traditional culture,in the meanwhile,over-reliance on Japan made the late Qing epidemic prevention system can not be truly independent.Regarding health and epidemic prevention as the research object,this paper tries to analysis the setting up process of health epidemic prevention system from Japanese factors.
