With the development of computer network, modern communication, multimedia technology and combined with modern medicine, telemedicine is gradually moving from theoretical study to paractical application. Teleconsultation is one of the most important telemedicine systems. It can play a central role and popularly used in many departments in hospital, such as X-ray and Ultrasound department. There are also some new challenges for teleconsultation system. It requires the system can be accessed easily in anywhere. As the main protocol for next generation network (NGN), SIP can satisfy those requirements every well.sipXecs is an enterprise level communication solution based on SIP. In this thesis, an image teleconsultation based on sipXecs is designed and implemented. At the beginning, the telemedicine, teleconsultation systems and their development status are introduced. Then business flow and cases of teleconsultation were analyzed. An architecture and structure that instruction is separated from media stream were figured out by referencing good experience of SIP in video conference and distance education. After several round comparision for current SIP stacks, sipXecs was sleeted as the base to implement server of teleconsultation. It guarantees the stability and maturity of the system. During the development of teleconsultation client, the technologies of Java Swing?multi-thread were used to implement GUI of teleconsultation client. JAIN SIP and Java nio were taken to handle SIP request and response JMF and RTP? RTCP were used to capture?transmit and display video and audio. DICOM was used to transmit and display medical images. Some troubles were sovled during the development, such as the sipXecs can't startup after installation?no response returned for SIP request Video equipment can't be detected, etc. I insisted to develop by interface oriented and try my best to use design pattern as possible as I can. It decoupled the modules of the sytem and improved extensibility of the system.The prototype of teleconsultation was implemented finally.In this thesis, the function of modules and message of processing are presented in detail. Signal flowchart is provided accrording to each specific events of teleconsultation. The results of several round tests show that the video and audio display well and smoothly.The instruction control works as design. The prototype system of teleconsultation realized the target of design to implement muli-party video conference and share medial images between clients. It paves the way to implement a sophisticated teleconsulation system in the future.
