Study On The Application Of Eight County Public Hospital Teleconsultation In Anhui Province

Background: As people increase the social process of population aging and health care needs of the acceleration of the imbalance between supply and demand of health resources in the world is more and more evident in the performance. In the national health care reform, and to reduce health care costs and improve health care resource availability as the main direction of the capture. The emergence of remote consultation, for the world to provide a new way to solve the above problems. Teleconsultation development of China just 30 years has made some achievements and progress. Corresponding to eight counties(cities) People’s Hospital, according to the Ministry of Health to carry out remote consultation introduced in 2010 regarding the development of remote consultation system construction project requirements, Anhui Province to elect two tertiary hospitals. There are some problems and difficulties in the implementation of the remote consultation process, to explore the causes and solutions for these problems, and contribute to the development of remote consultation.Objective: Teleconsultation construction in Anhui Province, analyzes eight hospital information infrastructure, the parties wishes to participate in remote consultation between doctors and patients, and offer advice from comparison from different angles, to promote the sustainable development of remote consultation.Methods:Through literature review, preliminary design of a questionnaire on remote consultation, including patient questionnaire survey of medical personnel,hospital IT person in charge of the questionnaire; expert advice were sought after, according to comments made by the experts of the questionnaire content modified. A self-designedquestionnaire, by secret ballot conducted in Anhui eight remote consultation of the primary hospital to investigate and make use Epi Data3.1 data entry, using Spss17.0 statistical software to analyze the survey results.Result: Surveyed eight county-level hospitals in the use of hospital information construction, inspection items of information, electronic medical records and remote consultation subsystems varies. Eight county hospital patients and their families was only 50.9% teleconsultation awareness, awareness of the medical staff for teleconsultation was 76.2%. 74.3% of the patients and their families than the remote consultation, more willing to go to a higher level hospital. Both sides use different remote consultation, can reduce the cost and time to see a doctor, the availability of newer treatment options, improve their understanding of medical standards and other related issues, the impact of the choice of the remote consultation of the two sides.Conclusions and Recommendations: Improving basic hospital information platform construction, for different people, strengthen teleconsultation publicity to the point, and to promote the development of tele-consultation, tele-consultation service model innovation, transparent charges, into the health insurance category. From the hospital, patients, medical staff tripartite working to promote the sustainable development of remote consultation.
