Telemedicine via mobile has been suggesting supply emergency care in a moving vehicle. In wireless telemedicine technology, broadband multimedia data that is a combination of video, audio and externally acquired images is transmitted. So this mechanism was investigated through technical considerations required to realize mobile telemedicine.Recent studies have shown that the problems of transport in big cities like china that prevent emergency cases from reaching hospital on time and many lives are lost due to an absence of an effective pre-hospital healthcare system.Such a system could relay vital medical information to specialists who in turn provide valuable advice that could save lives.Through the journey to the hospital it is necessary to inform about the status or case of the patient inside the ambulance.Information such as sugar level, blood pressure, heart rates, and blood group are compulsory to be sent.In situation of serious accidents,it is quite necessary to send some snaps of the patient. With the development of 3G cellular technologies, satellite systems and wireless local area networks(WLAN)it became possible for the doctor inside the ambulance to send these information. In the past, telemedicine systems were using 2G mobile telephony link where the speed was limited to only 9.6 Kbps. This means that with the low bandwidth, only images and patient data could be sent. However, with the introduction of 3G networks a good and satisfactory quality of e-telemedicine services can be transmitted throughout the mobile network. This research study therefore describes a mobile telemedicine system that uses 3G technology. So it makes use of a complete android application which uses 3G network or WIFI to send patient details including pictures from the ambulance to the hospital server. At the server side a database has been set using MS SQL Server 2008 and.Net web service architecture using SOAP/XML.This hybrid technique provides one with a robust and efficient method in sending medical information and pictures with high resolutions from the ambulance to the destination server.User testing had shown that this system is quick and reliable as it can 'transport' a doctor who is a specialist to a special designated place to administer emergency treatment until the patient is transported to hospital.Hence,it represents an applicable solution in providing emergency health care to the needy. In addition to that result on the transmission of multichannel medical data from a moving ambulance,.so the outcome of these experiments proves the practical feasibility of the proposed technique.
