The Exploration And Reflection On Practice Of "A Multi Compliance" In Lvshunkou District

In 2013 the Central Working Conference on urbanization put forward a planning conception ‘Follow a blueprint for the end'."Our national development plan for the future of new urbanization" from 2014 to 2020 is proposed to promote economic and social development planning,city,land use and environmental protection planning of the conditional areas to ‘Multi Planning Integration'.The proposal of these national policies provides new opportunities and challenges for the development of urban areas,and also makes clear new requirements for urban spatial planning.Each urban area has its own specific spatial form and resource endowment,but because of the contradictions and conflicts between the various planning,resulting in specific land use and planning boundaries and other issues,the general dilemma of the project being unable to land has appeared.These problems relate to the protection of coastline and scenic spots,disturbance of special land and so on.It is an urgent problem to solve the prominent contradiction between the various planning,and rationally allocate the urban and rural space resources in the urban areas through the effective integration of existing planning.Undoubtedly,the concept of ‘Multi Planning Integration' provides a new planning idea for solving the existing problems in the urban areas.‘Multi Planning Integration',namely on the basic work of the ‘Three Planning as One"(city,land use,national economic and social development planning,hereinafter referred to as the ‘three rules'),add to the environmental protection planning and other special planning related to urban development,such as marine functional zoning and landscaping planning,form a more comprehensive planning and coordination.Therefore,this paper,starting from the theory and practice of ‘Multi Planning Integration',analyzes the basic reasons why the specific projects in the urban areas cannot be landed.With the characteristics of the coordination of the ‘Multi Planning Integration',the spatial planning system suitable for the development of urban areas is constructed,in order to form a more rational spatial structure and resource allocation,and improve the level of government space management and governance.Theoretical significance of this paper is to further enrich the theory of space control,introducing a new space for our country urban planning system research theory research method,based on the specific project issues as the guidance of the "rules" space planning study,as the city,the important content of the task of "rules" for fusion conflict between multiple planning problem is of great significance.On the basis of theoretical research,this article also project was studied for the case of lvshunkou and "rules",this is not only for the implementation of the national spirit of "more rules and instructions,to complete the task of far-reaching significance,counties and cities in the future is also similar to the situation and lvshunkou brother doing" more rules and has also played a certain reference significance.Based on the concept of ‘Multi Planning Integration',this paper first analyzes the problems existing in the planning process of the relevant practical projects in Lvshunkou district.Secondly,taking the ‘Multi Planning Integration' in Liaoning Lvshunkou District as the case support,the exploration of urban spatial planning is carried out.It is found that the establishment of spatial planning system with ‘Multi Planning Integration' can coordinate the relationship of each plan well and achieve reasonable spatial planning and resource allocation in Lvshunkou district.
