| Urban development patterns and socio-economic development are inseparable,urban development itself can drive the development of social and economic vitality,social and economic changes also lead to the development of the city.In China,with the changes in the social economy and governance structure,while the level of urbanization continues to improve,the concept and practice of spatial planning have also undergone multiple transformations.The era dominated by urban and rural planning and land planning in the past is gradually transitioning to a new era of territorial spatial planning.The urban growth boundary is one of the core content and important control elements of the preparation and implementation of territorial spatial planning.In order to better play the role of planning in controlling urban development and optimizing the spatial pattern,the concept of urban growth boundary delineation and control has been continuously improved and deepened,with a view to guiding and restricting urban development more scientifically,promoting the scientific and rational layout of ecological,agricultural and urban space.From the perspective of institutionalized delineation of urban growth boundary,this paper studies the territorial spatial planning authority of different levels of government(province,city,county,and township),and established the logical relationship between the territorial spatial planning authority and urban growth boundary delineation and control authority,then explored the mode of fine delineation of urban growth boundary from the perspective of planning authority.Taking Nanjing City as an example,empirical research was carried out on the method of fine delineation of the urban growth boundary,and differentiated control methods inside and outside the urban boundary were proposed,trying to provide new reference ideas of the management of urban growth boundary focusing on technical means in previous studies but lacking an institutional path.The conclusions of the study are as follows:(1)Drawing on the content of the existing land planning and urban-rural planning authority,with planning preparation,approval,implementation,and supervision as the main line,the paper sorted out the powers and responsibilities of the provincial,city,county,and township territorial spatial planning matters.Among them,the provinces and cities level planning is characterized by programmatic nature.While deepening the implementation of the planning will of superiors,it is also a carrier for the downward transmission of the requirements for the development,protection and utilization of land and space;county and township levels are practical planning,focusing on the implementation of the planning.(2)Based on the territorial spatial planning authority,the delineation and control power of urban growth boundary are divided into three categories: principle/guidance power,structure/cohesion power,and specific/implementation power.The provincial level has complete guidance for boundary delineation,and needs to clarify the responsibilities of the lower levels,and at the same time transfer certain powers to preserve the flexibility of local development;the city and county levels are characterized by cohesion and conduct and delimit according to provincial standards;the township is responsible for surveying and defining the target,and at the same time feedback the actual needs in the process of delimiting the boundary by the superior,so as to achieve the benign interaction between all levels and the effective boundary delineation.(3)On the basis of the early delineation of the urban growth boundary,as the preparation of the territorial spatial planning advances,the delineation of the urban growth boundary can be deepened from three aspects: the delineation basis,delineation process and delineation results.According to the organizational forms of planning authority in different regions,delimitation can be divided into two modes: city-led delimitation and county-level autonomous delimitation.Based on the results of base conversion,double evaluation,etc.,the basis for fine delineation is formed,and authority transmission runs through the fine delineation process,and fine boundary drops in contrast to large-scale topographic maps.The actual delineation steps are: base prediction based on base conversion and double evaluation,capacity evaluation based on bottom line thinking and double evaluation,boundary transmission and delineation based on planning authority.Taking Nanjing as an example,the rationality and practicability of the delimitation model were verified.(4)Within and outside the urban growth boundary,the territory space is controlled through detailed planning and village planning approval items,and the urban space access system based on the negative and the positive list was established respectively.Besides,the paper built a closed-loop management framework for the entire process of "planning management,space access,implementation permits,and supervision" of construction activities within the boundary.Aiming at the urban growth boundary itself,according to different situational needs,two dynamic adjustment modes of regular assessment,timely adjustment and irregular adjustment were proposed. |
