The problem of this paper starts with the increasingly complex electromagnetic environment caused by the increasing number and variety of automotive electrical equipment,and come with the contradiction between the electromagnetic compatibility experimental requirements of automobile electronics and the high cost of experiment.The main reason that the high cost of the laboratory construction is it has very stringent technical requirements.This paper tries to apply the cost management theory upon the technical requirements at the same time to ensure that from the construction period and reduce costs as much as possible,and for the automotive electronics EMC test integrity to provide a reasonable support cost.In the process of the project,the problems come with the technical requirements caused delays and overruns of the project.Through the project management related work package,earned value analysis,value-engineering analysis and other means,we deal with and resolve them.In the process,due to the particularity of the laboratory,the technical requirements are still satisfied as the first condition,but the project management tools brought into play a positive role in the cost control.This successfully project experience can be applied to almost all related construction of the electromagnetic compatibility laboratory,and have a certain reference to the laboratory construction,and for the most of the construction project which have similar status of the high level technical requirements are also referential.
